Case 7: Your Wi-Fi Connection is Down.
You need to access your laptop for work and your hotel/apartments wi-fi connection is down. In Paris, free wi-fi access is available within every city hall building or "mairie". Or, for a more comfortable setting with a great free signal and plugs for recharging, find a Columbus Cafe. Columbus Cafes are scattered throughout Paris (think the French Starbucks - billed as the "First French Expresso Bar"), and serve Starbucks-like expresso drinks (machiattos, etc.). Not worth a visit except if you're "jonesing" for a free hit of wi-fi. Go to the second floor to "hook up" with the other laptop users.
